Domestic Industry

Domestic newsprint manufacturers engaged in the eco-friendliest process product having full potential and capacity to cater the entire domestic demand. Newsprint industry provides more than one million direct and indirect employment opportunity to rural as well as urban part of the country which includes rag pickers.

All domestic mills are registered under schedule -I of Newsprint Control Order 2004 newsprint control order under Department of policy for internal trade and industry a wing of ministry of commerce and industry .

Decade long special duty-exemption for newsprint imports gave access to entry of cheap import. Fear less entry of overproduced newsprint by the overseas exporters adversely impacted domestic industry.

Absence of long-term policy measures to arrest import dumping reduced the domestic capacity utilisation by more than 50%.

Import condition: Vide D.O.F NO.334/2/2020-TRU 1st February 2020 Newsprint import falling under heading 4801 Basic custom duty is reduced from 10 to 5% subject to condition that Importers at the time of import is an establishment registered with the Registrar of Newspapers, India (RNI).

Current Scenario

Domestic produce consumption is severely impacted due to target dumping of overproduced newsprint by exporters. Indian imports witnessed steep fall in price of newsprint. Newsprint Market intelligence indicates that imports are being offered @USD 400 as against USD 800 for the corresponding period last year.

Anti Dumping

An Anti-dumping investigation initiated on 20-01-2020 by DIRCTORATE GNERAL OF TRADE REMEDIES, (DGTR). An investigation arm of the Ministry of commerce and Industry.
